Close protection in Venice requires a complete rewrite of standard CPO doctrine. There are no motor vehicles: every extraction protocol that relies on a vehicle parked 30 metres from the principal becomes useless. Every egress route is either a canal or a crowded calle. The only crowd-control asset available is a water taxi, and a water taxi moving at 5 knots in the Grand Canal is visible from 200 metres. FFGR Italia developed a Venice-specific close protection protocol for UHNW clients, heads of state, and corporate principals over twelve years of operations in the lagoon.
The Venice Problem | Why Standard CPO Fails
A principal arriving at Marco Polo VCE by commercial aircraft exits via the Piazzale Roma vaporetto dock or the Alilaguna water bus. Both options involve queuing with 400 other passengers, a boarding process that takes 20 minutes, and a 50-minute crossing with no extraction point if the situation deteriorates. The standard CPO protocol, vehicle waiting, secure egress, radio to advance vehicle, has no counterpart.
The alternative most operators use: private water taxi from the airport dock. This works, but it creates a different problem. A principal boarding a private water taxi at VCE is photographed by dozens of other passengers. The taxi's course is predictable. The dock at their destination hotel is known in advance. For a principal with elevated threat profile, predictability is the primary vulnerability.
The FFGR Italia Venice Protocol
Our Venice close protection deployment uses two water taxi units: primary (principal and CPO team) and shadow (advance/rear guard, plain clothes). The primary taxi deviates from direct canal routes to the hotel, we use the canals not visible from major vaporetto lines. The shadow taxi maintains visual contact but does not travel the same canal.
On foot, the principal moves through routes selected 48 hours in advance, not the route any GPS would suggest from hotel to restaurant. Rialto bridge foot traffic at 14:00 in July: 3,200 people per hour. We do not take a principal through Rialto at 14:00. We know which calli allow an extraction to a water taxi within 90 seconds from any point between Campo San Polo and Campo Santa Maria Formosa.
The Biennale | The Most Complex Security Operation in Venice
The Venice Biennale (Arte and Architettura, alternating years) runs May-November at the Giardini and the Arsenale. At opening week (Vernissage), it is the highest-concentration UHNW gathering in Europe outside of Art Basel and Frieze London. Collectors, gallerists, heads of state, celebrities: all concentrated in a 500-metre footpath between two exhibition sites.
The Arsenale is a medieval naval complex, 316 metres of covered gallery on a single axis, two entry/exit points. Any crowd incident at the Vernissage traps visitors for up to 20 minutes. Our Biennale protocol includes pre-positioned water taxis at the Arsenale's secondary dock (not the public entrance), early access coordination with the Biennale security director, and an alternative schedule that times the principal's Giardini visit at 09:30 before public opening.
Hotel Security Assessment | The Venice Properties
The Gritti Palace (Dorsoduro, Canal Grande) has a private dock with direct access to the hotel interior, the only 5-star property in Venice with a dock that is not publicly accessible. Cipriani (Giudecca island) is the most naturally protected property: accessible only by the hotel's private shuttle from San Marco, operating 24/7 with crew trained by the hotel security director. We work with both properties' security teams on coordination.
The Danieli (Riva degli Schiavoni) is the most exposed: its dock is the busiest public waterfront in Venice. San Clemente Palace (private island, 3km from San Marco) is the most isolated. Each property requires a different advance protocol. We have completed assessments for all four.
The CPO Team | Venice-Specific Training
Every FFGR Italia CPO operating in Venice completes a 16-hour Venice immersion before first client deployment: all 118 islands, all major campo points, every navigable canal, every water taxi dock, VCE airport emergency protocol, Ospedale Civile SS. Giovanni e Paolo (Venice's primary trauma centre, accessible only by ambulance boat). This is not a standard assignment with a map download.
Our Venice team operates in plain clothes throughout. We do not use earpieces visible to public: the radio goes to a concealed unit. At high-profile events (Biennale vernissage, Carnival, Regata Storica), we pre-position shadow personnel at crowd exits 20 minutes before the principal moves.
